Start menu order

I'm using the "classic" start menu in Windows Vista Home Premium.

I can see there's a registry key that seems to store the start menu order:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\MenuOrder

However, I can't manage to get a custom order. I can drag & drop items, but
once I restart the computer my order is lost and items are displayed
alphabetically... But only under "Programs"; my custom folders above
retain the custom order :-?

Is there a setting I've missed? Is it a bug? Is it a feature?
