Supposedly according the above document you can use any OEM XP Pro key then phone for activation when it fails and explain you are using your downgrade rights. I have heard reports that you sometimes have a hassle with this part of the equation. The other problem is finding XP drivers. When the activation fails because the key is already in use you will have to pick the phone activation option and convince them you are allowed to do this.
