You would need an XP Pro key.

Vista Business OEM

On an HP Business machine, not yet set up, can the product key be used to
downgrade? to XP Pro.

Hi,

Contact HP to see if they are willing to grant you a downgrade. An OEM
license is supported by the manufacturer, and that includes whether or not
they offer downgrade rights.

Hi Rick

All OEM copies of Vista Business have downgrade rights.

The problem is getting the XP media and a key. Supposedly according the
above document you can use any OEM XP Pro key then phone for activation when
it fails and explain you are using your downgrade rights. I have heard
reports that you sometimes have a hassle with this part of the equation.

The other problem is finding XP drivers. The manufacturer will have to help
here or the downgrade may not work.

Then you should be able to install XP Pro using a key from an existing
license. When the activation fails because the key is already in use you
will have to pick the phone activation option and convince them you are
allowed to do this. Make sure you reference the link I posted.
