If your computer will not even go through the POST (which is the very
first thing that happens when you turn on a computer, before the
operating system even starts) then you have hardware failure. This has
nothing to do with Vista. If this is an OEM computer (HP, Dell, Sony,
etc.) contact the computer mftr.'s tech support for repair/replacement.
If this is a home-built or generic machine, you can do hardware
troubleshooting yourself:

Standard disclaimer: I can't see and test your computer myself, so these
are just suggestions based on many years of being a professional
computer tech; suggestions based on what you've written. You should not
take my suggestions as a definitive diagnosis. Testing hardware failures
often involves swapping out suspected parts with known-good parts. If
you can't do the testing yourself and/or are uncomfortable opening your
computer, take the machine to a professional computer repair shop (not
your local equivalent of BigComputerStore/GeekSquad). If possible, have
all your data backed up before you take the machine into a shop.

Have you tried booting into safe mode?

Re: help! my computer won't boot

Short of bringing your PC to a repair shop, I think you're only option is
System Recovery to restore to factory condition. You did make recovery
discs, right?
