I've had this problem with msn messenger and photoshop. It has happened on

Have you checked your Regional Settings?

1. Open "Control Panel"
2. Click "Clock, Language, and Region"
3. Click "Regional and Language Options"
4. Click the "Keyboards and Languages" tab. Do you have the correct keyboard layout installed?

Of course, it could also just be your keyboard is flaky. Do you get the same problems if you physically use a different keyboard?
