Control Panel Icon on Desktop

I have two machines running Vista. One has Ultimate installed and the other
has Home Premium installed. Both systems are setup to show the Control
Panel icon on the desktop. However, the Ultimate machine shows a blank page
with the upper right hand corner folded over (default icon?) and the Home
Premium machine shows the pretty control Panel icon! The Ultimate machine
is a dual boot system with Vista installed in the "F" partition while the
Home Preimum machine is the standard setup with Vista booting from the "C"
partition. Both systems have the same monitors the only difference is the
Home Premium machine has a XFX 8600 GT video card and the Ultimate machine
has an XFX 7900 GS video card. Not a major issue but I would be interested
in figuring out what I screwed up or is this a Vista problem? Help needed.

The easiest fix would be to delete to corrupt shortcut, and create a new
one.

Already tried that before I posted and it did not work. Deleted "bad" icon
from desktop and it would not come back until I rebooted. Then the "bad"
icon reappeared!!

I have the same problem with most but not all of my desktop icons. I right
clicked on the desktop, chose "personalize," then change desktop icons and
then restore defaults. This reduced the size of the blank page icon to
reveal part of the correct icon underneath it. The blank page icon has the
top right corner turned down !

Tried that and it don't work either. The Control Panel icon does not appear
in the "Personalize>Change desktop icons" display. I can turn the Control
Panel off and on with the check box but there is no icon like the other
choices. But then the other Vista system (Home Premium) looks the same but
shows the correct icon for the Control Panel on the desktop. Frustrated!!
Is there an Icon Cache file I should delete and make Vista rebuild the
desktop?

Ok, a new piece of information - if I open Control Panel and choose the
"Control Panel Home" view the correct icon appears on the desktop but when I
choose the "Classic View" the Blank Page icon appears on the desktop. The
other system (Home Premium) does not change the icon if I change the view
option in the Control Panel window.???

One more piece of information - when I click on the "Start Button" and then
on "Control Panel" on the side of the "Start Window" nothing happens. It
should open the Control Panel! I don't know if all this is related to my
changing icon mystery but it ain't right! More help is needed.
