Vista Tutorial - Cannot create new folder in Outllook 2007

I have a Windows Vista with Office 2007 and in Outlook I have a PST (personal
folder). Im tryin to create a new folder but sends this error: "Outllook
cannot read the registry information...Close and restart
outlook"..."Reinstall outlook"..."Reinstall Microsofr Exchange or other email
system"

I have Administrative rights of the machine, I have closed and restarted
outlook, I have rebooted the machine, I also tried running the
diagnostics..but when tryin it wills say...I do not have enough permissions
to run the diagnostics"

What is wrong!!!????

My Outlook will add a folder with no error. I would try resetting security
defaults.
