Can I do this? from Installshield/MSI?

start/run, type:
%systemroot%\System32\mshta.exe res://acprgwiz.dll/compatmode.hta

Is there a way to avoid the gui, and provide command line params?

Not that I know of. Windows Installer may have an interface for that, but
I've not seen whatever instruction you would include in the .msi.
