Vista - Cant install Vista SP1 - Language Issue, cant remove them

I am getting the "Windows Vista Service Pack 1 cannot be
installed....supports only English, French etc. "

I once had other unsupported languages installed, but I have removed
ALL of them except English via Control Panel > Keyboards and Languages
and all but English is there now, but still the Vista SP1 gives me
this
error "I am getting the Windows Vista Service Pack 1 cannot be
installed....supports only English, French etc."

Is there a way I can be sure the languages are truly removed?

Install again. Use Microsoft update. You need this language for your
keyboards

Hello,
You may want to try this:
To uninstall the all language packs, try doing this via Control Panel,
Regional and Language Options "install or uninstall display languages"
Choose the uninstall button and check the boxes of the language packs you
wish to remove.
English, German, French, Spanish and Japanese should not need to be removed
for the Service Pack to be installed.
