These files are only used when you send error reports about non-reponsive programs to Microsoft. Since most of the errors are caused by 3rd party programs and that is the 3rd party manufacturer's responsibility to ensure that their software works with Vista and not the other way round, it is reasonable to disable this error reporting feature if you so wish.
