remove delete option from recycle

ow can we take the delete option away from the recycle bin. Al I know is that
I and everyone I know is having to put the darn thing back 4 or 5 times a
day. It never used to be "DELETABLE".

This will show you how to replace Delete with something else for the Recyle Bin.
