Accessing files on a Win 2003 Server

I just deployed a few workstations running Vista on our Win Server 2003
Enterprise domain.

They have all rights except "Full Control" on our server drives. They can
create a new folder, but they cannot rename it. It remains names "New
Folder". They can delete the new folder.

They cannot rename files on the drive. They can copy the files to their
desktop, rename the files, and then copy them to the existing directory.

This is crazy.

1. How do I fix this?

2. This makes no sense. Is it better security that I can delete folders
but I cannot create new folders and name them?? Why can't it rename a file.
Why doesn't Microsoft provide some guidance if they are going to make a
change like this????????????????? What other kinds of problems can these
changes create that I haven't found yet?
