Help please regarding Command Prompt

There is no command prompt under accessories in programs. The attached is
what I see when using Start, Run, and Cmd

I have attempted to use sfc /scannow and sfc \scannow to no avail, I get the
error message that 'SFC' is not an operable command, etc., etc.,

I am using Vista Home Premium.

Anybody know why the above is happening, or rather "not happening"?

You have to run the command prompt at admin level. It won't run without it.
I don't know why you don't have a cmd prompt under>All programs>accessories.

The picture you posted shows the command prompt, running in standard mode,
no administrator privileges, which is why the SFC command fails.

If you cannot find the command prompt in All Programs/Accessories do this:

Click Start and type cmd.exe in the Search Box. In the Results, right
click the cmd.exe item and select the Run As Administrator option.

If this does not work, open Windows Explorer and navigate to
C:\Windows\System32. Locate the cmd.exe file. Right click the file and
select Create Shortcut, this will place a shortcut to the command prompt on
your Desktop. Right click the shortcut and select Properties/Advanced
Button. Place a check mark in the Run As Administrator option. This will
cause the shortcut to always prompt you for administrator privileges.
