Sidebar background color

A neighbor is trying to change his side bar background to Transparent. Now
it is gray with a blue desktop background. How does he accomplish this?

Since I installed Vista sevice pack 1 on my laptop the side bar is opaque and
I can't see how to make it transparent a like it was before I installed
service pack 1. Any suugestions?

video driver was current .

I contacted free chat-line support for Vista SP1 problems and gave them
access to my computer. Seems the problem was that Vista SPI instalation
apparently deselected Windows Aero in Control Panel>Personalization>Window
Color and Appearance>classic appearance properties.
