All other network apps (both intra and internet) continue to work without a problem. IPv4 Checksum Offload was already disabled, yet I still had the problem. Some sites would load fine, others would just hang or fail to resolve. I disabled both UDP and TCP checksum offload and the problems seem to have gone away.
