Unable to download files from IE and mail in Vista

When I try to download an attachment from email or a file from any web
site, the file download window opens but it never completes. It never
calculates the size of the file. I checked to make sure that I didn't
have to right click in the explorer window to allow the download. I
checked my IE settings to see if I was preventing downloads and it
doesn't look like I am. I checked the setting for Vista and NAV.
Nothing jumped out. I don't get a error, it just that that there is
never any progress in the file download window. I can view streaming
video on this machine, so it's not preventing everything from
downloading.

This a new computer that came with Vista installed. This has always
been an issue, as best I can tell. I suppose I can call Compaq/HP
support but I was hoping that posting something here would be quicker
than a support call. I feel like I'm missing something simple and quick
to fix this problem.

Thanks for any help you can offer!

-Cindy

Thank you for the excellent post with all the good details. I would check a
few things:

1. Since this is a new computer, presumably the copy of Norton Antivirus is
a trial version. Uninstall it and replace it with NOD32 ($39.99) or Avast
(if you want a free av). If you don't have a router sitting between you and
your cable/DSL modem, disconnect from the Internet first. Now test. Can you
download now?

2. Do you have any other security software installed? What email client are
you using?

3. If you use another browser such as Firefox, do things work? If you don't
have Firefox installed, get it from www.mozilla.com. I recommend using
Firefox instead of IE as your regular browser but even if you don't like
it, it's always good to have an alternate browser installed for testing
purposes.

4. Is your user account a Standard user (which is what you want it to be) or
is it an Administrator account? Create two more user accounts (Control
Panel>User Accounts), one being an Administrator and one being a Standard
user. Does the same problem exist in either of these accounts? BTW, you
always want an extra Administrator account for emergencies.

5. Is the computer virus/malware-free? Do at least some of the scans for
malware listed here:

http://www.elephantboycomputers.com/...moving_Malware

This doesn't sound like a malware issue to me, but it's always good to know
you're working with a clean system.

6. Look in Event Viewer and see if there are any clues.
Start Orb>Search box>type: eventvwr.msc

That should get you started on the troubleshooting. After you've got some
results, please post back.

If the problem is with mail, then see Malke's first point. You need to get
rid of Norton as it is incompatible with Windows Mail. See point 3 here:
www.oehelp.com/OETips.aspx#3

Regardless of antivirus software, you need to disable email scanning as that
screws up the mail program.
