Access 2007 Transparent Form

When I make a form transparent in Access 2007, some transparency colors let
mouse moves and clicks through, and some don't. The color &HFD00FE doesn't.
Can anybody reproduce this problem? Does anybody know why? Is there a way to
fix this problem? Thanks.
