How to "hover to click"

In W98 and XP, I could click an icon or a menu list item
by hovering over it for some adjustable period (500ms
was the setting I used).

Is there a way to achieve this in Vista?

I'd guess that in XP and W98 it would either have been under Mouse or
Accessibility settings, but I've just been into those areas in my Vista
system and can't seem to find any similar function.

There is a function, under my mouse settings (for my Microsoft Mouse
Wireless Optical at least) called "ClickLock" which lets you highlight or
drag without holding down the button.

To set, briefly hold down the primary (most cases, left) button. To
release, click the button again.

Not exactly what you need, but I can't see any other option.

Thanks.

What I once did was "click" by hovering over an icon or
a radio button, etc., for some definable period.

But I like the Hover-to-activate-window function under
Ease of Access.
