At this stage of the proceedings Windows Vista hasn't even started to load,
so your 'flashing' issue is not Vista connected, it is more than likely to
be a hardware problem (video card?)
On my own machine (which is only 4 months old) I can occasionally boot the
machine and the monitor will flash Red, Green and Blue without any text
displayed, but a quick re-boot sorts the problem and everything boots
normally. This, incidentally only happens occasionally, so I'm not
particularly worried about it - even though the machine is still under
warranty. I'm planning on upgrading the video card anyway when I can find
time to do it:-)
