Hey Brink,

To reiterate, I deleted the Recycle Bin a second time and it was
reinstalled. The Recycle Bin was now empty. I rebooted and checked my
Recycle Bin to make sure it was indeed empty. I then opened Disk Cleanup and
Recycle Bin was already checked, even though it was empty. I checked my
Recycle Bin again after opening Disk Cleanup and it was empty.
I don't know if Disk Cleanup can be corrupted. In any event, I couldn't
find any method for uninstalling and reinstalling it. I'll run sfc and see
if that helps. As I said before, it doesn't really matter to me if it is
checked or unchecked.
