Have you tried the following?

1. Sometimes simply going to Control Panel > Classic View > Performance
Information & Tools solves the problem.
2. Right-click the Desktop > Personalize > Windows Color and Appearance >
open Classic Appearance. Is Aero highlighted?
3. Right-click Computer > Properties and under Tasks select Advanced System
Settings (Continue if UAC is enabled) > Advanced Tab then Settings alongside
Performance. Visual Effects contains a list of Options, are they all ticked?

In addition to BurrWalnut's advice, you need to check your hardware graphics capabilities. If your are using an onboard graphics card, then it possibly does not support Aero. If this is the case, then you need to install a dedicated graphics card.

If you are already using a dedicated card, then perhaps updating the drivers might help.

In either case, you ned to find out if you graphics hardware support "Shader Model 2.0" or better. Shader Model 2.0 is one of the requirements for Aero.

I have also seen hubs fail, have you plugged it/them into another computer
and made sure it/they still work(s)?
