Does anyone know how to Turn Off High COntrast? I tried it through the Ease
of Access and through the Control Panel. Everything according to thsoe to
are off yet it stays on. Left Alt, Left Shift and Print Screen held down
provides a prompt that would appear to turn it off but when finished, it is
still on????

Have you tried the following:
  1. Right-click an empty spot on your desktop, select "Personalize"
  2. Click "Windows Color and Appearance"
  3. Click "Open classic appearance properties for more color options"
  4. Select a "Color scheme" other than one of the "High Contrast" items...
  5. Click OK
If that didn't help, then if your display driver has added an extension to the desktop right-click menu, then you might want to try that route to see if perhaps your display driver is applying it's own "High Contrast" settings.
