UPNP and Internet Connection Icon

I have been trying to establish how I activate UPNP in Vista and can't seem
to find out how to do it. Info suggests allowing UPNP Framework as an
exception in the Firewall but it ain't listed. I have had a lokk in Windows
Features and there is no options of installing UPNP, so what gives.

I also can't find the Internet Connection Icon that should be present in
Network Centre to be able to control connection and disconnection from the
Net.

I believe these two queries are linked as one can't seem to perform without
the other in XP.
