Help! Error Message-->> The system administrator has set policies to prevent this installation

I've searched around a bit and can't find a solution to this aggravating
Error Message.

My PC is running Vista Home and is a relatively new install.

Someone please point me in the right direction for a fix.

Look for various entries of installing at:
HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\

Like: Uninstall!NoAddRemovePrograms

No values found under there using Regedit....

Anything else I need to look for ??

This is ODD.

This Error Message seems to pop up on random Installations. ???????

I've installed many Programs without this Error Message making itself
known.

Why is this happening ??
