Error 80240016 in Vista Home Premium - Windows Update


I am running Windows Vista Home Premium on Dell XPS 420 with 4gigs RAM
quad core processor. I have Norton 360 installed.When I try to run
Windows Update, I get error 80240016.
I have read through other posts. I tried sfc /scannow without success.
I went into the event viewer:Windows log:Application and I find
multiple entries of:
error CAPI2 11. I went to Microsoft Technet who tell me that this is
"Failed extract of third-party root list from auto update cab at: %1>
with error: %2.
It suggests resolve:
Check permissions on temp dir:
It tells me to ensure that the user account logged on to the computer
has full control permission.
I did this.
Verify
Tells me to log onto a Web site that requires Automatic Root
Certificate Update components.
If the certificate is downloaded successflly, Event ID 1 in Microsoft
Windows- CAPI2 event source will be written into event log.
Did all this and still get error CAPI2 11.
Any suggestins as to what I do now?
