system applications do not recognize the sound card

I can play music files through i tunes or the dvd/cd player and any programs
that I run on my computer, but when I try to play windows vista sounds I hear
nothing. When I run an application that has audio I also hear nothing and the
application tells me that there is no audio card. I have deleted the audio
drivers twice and reinstalled them to no avail,I bought this computer from
DELL and did the same thing's I did and they do not know what is causing the
problem
