Set As Desktop Background Context Menu

I just reinstalled vista as i do every once in a while to free up some space but now when i right click on an image, where normally the options 'rotate clockwise', 'rotate counter-clockwise' and 'set as desktop background' appeaer, nothing appears on the context menu.....probably easier to explain with a screen grab

i can still click the options, and they work....theres just no text :S

how can i fix this? ive searched all over and found no solution
