Vista - MSN Remote Record Service Fails

When using theMSN Remote Record Service for Media Center the installer fails.
The installer is listed as MSN Remote Recording Service Version 2.0.28. The
initial error message reads:

There is a problem with this Windows Installer package. A program run as
part of the setup did not finish as expected. Contact your support personnel
or package vendor.

The final exiting error before the installation rollback is:

The installer has encountered an unexpected error installing this package.
This may indicate a problem with this package. The error code is 2869.

To repeat this problem please follow the steps below:
1. Open Media Center in Windows Vista
2. Choose Online Media from the main menu
3. Choose browse catelog from the submenu
4. Choose the icon for MSN Remote Record
5. Load the web page as instructed and download the installer
6. Follow the online instruction to attempt the installing of the service
