Cmd takes long time to load

Cmd takes long time to load

I use Vista x64 Ultimate. My problem is that cmd.exe (and PowerShell) takes quite a long time (at least 6 seconds) to load and appear.

I noticed, while jdk is being installed, cmd starts normally in less than a second. However, when jdk is installed/uninstalled cmd loads slowly.
