Vista - Vista won't shut down because of Appbar bullet

I got a new Toshiba Notebook, 3 GB, 32bit.
I can't shut it down. It says that Appbar Bullet is preventing it from shutting down. Anybody know how to fix this?

Its a brand new computer and I haven't added anything but some music to it. Also my task manager doesnt work(It runs but won't open). And appbar means application bar (like the bar with the start button on it). When I first used my computer it had a clock and a calender and some other stuff in the background and now that doesnt show up either.

O and I got the music straight from my PC, not from a website so I'm not worried about viruses from that.

I do not know if this program is considered as a adware product. So no
harm in scanning your PC with one more good 3rd party freeware like
spybot or a-squared.

I don't know what the appbar would be named as. There is no appbar in add/remove programs or in the search program. I can't use task manager to close it because task manager won't even open. I tried to uninstall the software that came with the computer but it wouldn't uninstall (just sat at 0%) wtf did I do to it lol.

Same thing has happened to me for a few days now...
