Not able to start windows firewall

I had this problem from last 2 days on my laptop, DELL Inspiron Home Premium,
Whenever i try to start "Base Filtering Engine Service" i am getting "Error
15100: The resource loader file failed to find the MUI."

I got this laptop one month back, which had Macafe, which i removed long
back with eTrust. But the subscription for Macafe ends yesterday.

I tried running the sfc /scannow , which said "Some problem found, but not
able to fix.."

Please help.

If the O/S was preinstalled an OEM version, by the computer manufacture,
then call the manufacture for help.

I follow the steps, and it seems that there are atleast 4-5 mui files which
are corrupt.
When i use system restore, beyond 12th aug, everything work, but after that
i installed all the updates from that day and the problem reappear.

Any idea, which update might be causing it?
