Vista Tutorial - Unable to access Control Panel, window opens then closes automatically

Seems to be a bug. Administrative Tools opens fine, and their are no GPO
settings that I know of which would prevent the Control Panel window from
opening. Vista RC1 running in a windows 2003 R2 native active directory
domain.

Curious, as that doesn't happen in a workgroup environment. Does it still
occur when you log onto the local machine as admin?

Yes it does. Accessing Admin tools works fine.

I've seen malware do that in XP, but never Vista -- YET, anyway.

Hmm, 'twould seem to be an AD issue then, you might want to recheck the
group policies. They may have a different affect in Vista than they do in
Win2K/XP.

Just another thought...as it initially opens, then closes right off, one
would think the user account has appropriate permissions, therefore it may
not be an AD problem, rather this could be symptomatic of a virus or other
malware on the system.

I found the source of this problem was because the "Software Licensing" service was stopped.

To re-enable it, follow these steps;

1) Click "Start".
2) Click "Run".
3) Type "services.msc" for the "Open" field.
4) Click "Ok" on the "Run" box.
5) A new window should open called "Services".
6) In the right hand pane, scroll through the list to find "Software Licensing". Right click on it's row and click "Properties" from the popup menu.
7) Under the "startup type" combo box, select "Automatic". Click the "Start" button to start this service.
8) Click "Apply" then "Ok" on this properties window.
9) Finally, close the "Services" window.

Despite the horrendously bad bump of this topic, but I could not find the answer elsewhere and wanted to share my findings. I've also posted it on technowax.net.
