no control panel after Office 2003 install

First of all, I've been running fine for days after upgrading beta2 to RC1.

I installed Office 2003 Pro today and rebooted. All programs opened fine. No
problems with the Control Panel.

To isolate problems, I installed the first of 3 updates found by Windows
Update (update: Office 2003 SP2). After rebooting, the first thing I noticed
was that the Welcome window didn't open. But no other Control Panel windows
open. The address bar appears across the top, then disappears.

Same thing after additional reboots.

Any suggestions/fixes.
