error 1920 & 1921

Hi
Hope someone can help. Trying to install Panit Shop Pro X2 but at the very
end it comes up with "starting services failed error 1921 & sometimes 1920.
What does this mean and is there a fix.
I have Vista Home Premium

That seems to be a privileges issue. Is this your own computer you are
trying to install on?

Yes this is my own computer and only I use it so am signed in as
administrator

There is your issue. You have a bad install of NIS. I suggest that you uninstall it via their uninstall tool which is available on the Symantec site (not the uninstall option that comes with it ) and then re-install it while disconnected from the Net and after a hard shutdown.
