No Task Manager & No Registry Editor! HELP!

Hi,
I have seen all the posts and solution for enabling the task manager.
But i still can't access my Registry editor.
Says its been disable by the administrator. But i'm the administrator.
I have scanned my laptop for virus and spyware. Its clean.
Hope you can Help me with these prob.
