Vista - Problem Reporting Tool

How do you send a report anout vista to MS using the file transfer manager
that they want you to use. I have downloaded it and installed it but cannot
figure out how to send any reports.

I think you are talking of this -
Goto Start - All Programs - Maintenance - Problem Reports and Solutions.

On your desktop click on the 'How To Share Feedback' icon, then download the
problem reporting tool and it will install the tool and the File Transfer
Manager and you can then file bug reports.

What are you preparing the bug report with? If you are using the MBC you
simply finish the report and make sure the box is checked for "Submit this
report to Microsoft now" on the last page.
