Vista will not restart

When trying to restart or shut down (Vista Business Edition) the OS shuts
down, but the PC does not power down, nor will it restart when I've used the
restart mode.
To shut down completely, I have to resort to holding the power button in for
a few seconds, then press the power button again to start up.
Restarts commanded through automatic Windows Updates seem to function
normally.

Any suggestions would be greatly appreciated.

Try this!

Place 2 shortcuts on your desktop, one for Restart and one for Shutdown.

Create a new shortcut on your desktop. Browse to
C:\Windows\System32\shutdown.exe

Right click, go to "send to" | "desktop create shortcut"

After it has been created, rename the shortcut to Restart Computer. Then go
to the shortcut's properties and paste "C:\Windows\System32\shutdown.exe /r
/t 002"
in the target line (without the quotes please). This will restart the
computer after 2 seconds.

Create a 2nd new shortcut for shutdown.exe. After it has been created,
rename the
shortcut to Shutdown Computer. Place "C:\Windows\System32\shutdown.exe /s /t
002" in the target line (again, without the quotes). This will shutdown the
computer after 2 seconds.

Now when you want to either shutdown or restart, just double click on the
appropriate icon.

Do these work as described?

Thanks for the reply.

Here are the results:

From the "Restart" shortcut, the same thing happened as before. The OS
shut down, but the PC remained powered up with the hard drive spinning. The
only way to recover was hold the power button in until it shut down
completely, then start manually.

From the "Shutdown" shortcut, the system shut down and powered off as
expected.

It sounds like your restart is actually sending your computer into S1 sleep
mode (powers off box but keeps the fans spinning).

Have you been making adjustments under your power options within Vista (in
advanced power settings)? It sure sounds like something there is configured
incorrectly.

I have the display and sleep settings set to "never". They've been that way
for over a year. I haven't made any changes to the advanced settings.
