Vista Enterprise Licensing

I have a Select 6 Licensing agreement and Software Assurance. Previousaly
our XP licenses were "Upgrade Licenses". If I purchase Vista Enterprise is
this a real license, that I can install on whitebox hardware with no previous
windows licenses?

Eula.txt on the media should clearly state the terms.

This is really a pretty easy yes / no type question, no one happens to know
of fthe top of their head?

Volume licensing is an upgrade license in Windows Vista as well.
