Can't access "Network and Sharing Center" nor "User Accounts"

The control panel opens fine. I can access all items in the control panel
except "Network and sharing center" and the "User accounts" (I can't access this sections via the taskbar either).

What happens when I open one of the two items is I get a popup saying the
following; WINDOWS EXPLORER HAS STOPPED WORKING.

I used to be able to access these items. And one day, I just coulodn't anymore...

Anyone knows how to solve this? Thanks.

Hi newbie,

how long ago was "one Day" if it's not too long you could try a system restore to a date before the problem,

if this dosen't work try a sytem file check

System Files - SFC Command - Vista Forums

as a last resort there is a repair install

Ok then that eliminates option 1

try the system file check and see if it finds anything

I tried to run the SFC on an Administrator Console. I get the following error: "Windows Resource Protection could not start the repair service."

OK. Instead of running an administrator console from a shortuct (that made the first path of the console be C:\Windows\system32), I've run the console from the Start Menu (that goes to C:\Users\<myUserName>).

Running sfc \scannow from there worked...

According to the log, the file "shigna.dll" is corrupt:

Although there are four entries, am I right to assume that the error is in only one "shigna.dll" file?

OK. I replaced the shigna.dll file with a non-corrupt one (grab it here). All is working now. Thanks for the help.

Hi All, Two months ago, after performing a system restore (using ThinkVantage [I am using a Thinkpad]) on my Vista 32 operating system, I encountered the same problem: I can no longer access user account control, network and sharing centre, and, equally, windows update. I have tried running sfc /scannow, but it gets to 76% and tells me Windows Resource Protection could not perform the requested operation. Then Windows Modules stop working. any ideas what i can try next? cheers, lacfadio

I'm pretty sure I could access Windows Update, when I had this problem. And I too was using a Thinkpad (T61p, actually).
