You can either navigate to:

Start/ All Programs/ Accessories/ Command Prompt

Or

You can simply click Start and type CMD and press Enter

Simply type "cmd"(without quotes) start menu search box..If you want to
use command prompt with admin rights use CTRL+SHIFT+Enter once you type
the cmd in the search box.

Only if you have enabled the Run dialog, which is not enable by default
in Vista.
