Vista HP and Excel 2003 registry policy setting

I'm trying to open an old wk3 document in Excel 2003 under Vista Home Premium
(which I just started using). I get the error message "You are attempting to
open a file type that is blocked by your registry policy setting."

Such documents opened in Excel 2003 under XP Home.

I've looked at support.microsoft.com/kb/922848 and 941636 but haven't seen
anything about Vista. Is it possible the registry policy settings are from
Vista and not from Excel?

I'm a bit afraid to try to modify my registry because it seems like a
process that could cause problems, and I also want to make sure that the
modifications in the knowledge base are correct for Vista before I attempt
anything.

I hope this is the correct discussion group -- if not, please let me know if
another would be more appropriate.

Follow the instructions to modify the registry and you'll be able to open
the Excel file.

"In Excel 2003, there are no trusted locations. You can create an exempt location to override the registry policy settings. To
create an exempt location, follow these steps:"
