Customize Vista Start Menu?

How can I make new folders and move things to them in the All Programs
section of the Vista Start menu?

Either by click-and-drag, or by accessing the folders and shortcuts directly
in:

%UserProfile%\AppData\Roaming\Microsoft\Windows\Start Menu
%ProgramData%\Microsoft\Windows\Start Menu

The first folder hosts shortcuts and subfolders for a particular user
profile, the second folder hosts the global ones. You need administrator
privileges in order to alter the contents of the public folder.

I do it manually like the other fellows mentioned..

but this is a small free app that makes this chore a piece of cake!
