Complete PC Backup Reparse Point

I've had this problem forever and I'm tired of looking. I just need a solution soon.

When I first got my laptop, I upgraded to Ultimate and installed all of my programs and settings. Then I made a complete PC Backup and moved the directory to my server for safe keeping and to save on laptop HDD space. My Laptop is formatted as one 80 GB partition and one 151 GB partition. I still have about 140 GB free on the second partition, but when I try to do a complete PC Backup I get this error

Code:
Windows could not find backup devices on your computer. The
following information might explain why the problem occured:

The file or directory is not a reparse point. (0x80071126)

Please close the backup application and try again.
I have tried again and again and I still get the same error. I've followed the tutorials on how to reset the last backup time for both complete pc backup and the regular file backup and I still get the same problem.

Could someone PLEASE help me get this fixed. I have a new hard drive and I want to use complete pc backup to restore my image on the new HDD.
