Is there a way to select individual folders for backup in the Vista Home
Premium Utility? I'll use a 3rd party program for the real deal, but when I
had XP I set up a nice batch file to quickly back up a couple of key
folders...

Acronis True Image comes to mind. Cheap at newegg.com and you don't
need the latest version.
Unfortunately no, you will have to do this manually or use a third party
utility that supports such options. The Backup Status and Configuration tool
will only allow us to select what GENERAL file type we want to backup, not
its location.
Try installing NT Backup on Vista:
