Yes it does. What happened when you tried it? Try first opening an elevated command prompt. From the Start Orb type cmd in the search box. Right click on cmd.exe, run as administrator and then type in lusrmgr. Hit enter. You can also get to this snap in by right clicking My Computer | Manage.
