thank you for taking the time to explain UAC,

Then I think I found a bug... :
There was some files I could not access because I did not have the correct
rights...
BUT I could not even change the ownership of the file because I could not
access the file security properties!
The solution was to turn back ON UAC,
With UAC ON I was able to change ownership
