How Can I Display A Web Page On The Vista Desktop?

It's easy to display a web page on the WinXP desktop:

Right click on the desktop and select Properties
Click the Desktop tab
Click the Customize Desktop button
Click the Web tab
Click the New button, and enter the URL

However, I'm unable to find a similar facility in WinVista64.

How can I do this on my Vista desktop? I have a security web-cam that
I like to keep an eye on while I'm working at the computer.

Any instructions on how to accomplish this, pointers to same, or clues
would be most appreciated. TIA

Vista doesn't have the Active Desktop, if that's what you mean...
You can certainly set a .jpg as the background.
