Internet Explorer - only starts quickly when 'Run As Administrator'

Hi,

Strange problem here.

As of about a week ago whenever I start Internet Explorer 7.x it takes about
30 seconds to open up.
When it's open it seems to run OK, just takes an age to start off with.

However if I right click on an IE7 shortcut and select 'Run As
Administrator' it opens up in a couple of seconds.

The user account that I am using is already a member of the local
'Administrators' security group....

If I create another user account and then add that to the 'Administrators'
security group and then log on as that user then IE7 opens in a couple of
seconds...weird..

...log back on as my original user and try...back to thirty or more seconds.

I've cleared all the caches and everything and have also tried running
without 'Add-ons' BHO's etc enabled...makes no difference at all.

I don't really want to kill of my profile and recreate it as it's a bit of a
pain.

I've ran a scan in MalwareBytes and an AntiVirus scan, am using Symantec SEP
11.x MR4 nothing found at all.

I'd done a HiJackThis log in both profiles and they both look identical,
can't see any difference in HKCU, which is where I'd expect to see a
difference.

Anyone any other ideas that I can try ?
