Admin rights WITHOUT ability to change security??

Is it possible to give my son admin rights so that he can download files, yet make it so he cannot remove security settings and parental controls??

Yes, make him an administrator, he can then do as he pleases. You may also
give him the keys to your house and car.

One need not to be an administrator to download files.

A standard user account can download files. No need to give admin rights.
