Can 'Fade Effect' be turned off ? if so how.

Control Panel|SYSTEM|ADVANCED|PERFORMANCE SETTINGS

If you're talking when you're opening and closing windows, yes. Right click
on Computer\Properties\Advanced System Settings\(accept UAC prompt)\Advanced
tab\Settings... (under performance)\Uncheck animate windows when minimizing
and maximizing.
