403 forbidden error on Windows Vista

Hi,

When I try to access my localhost default page http://localhost/blog I get the following error:

"403 forbidden error "

How do I change public read permissions?
Please advice.

is this for a webpage???
if so you can log in and chmod the file or folder to 777
that should sort that problem

Yes, It is for a web page, and I'm running Windows Vista.
I don't believe I can do a chmod in Vista.

I managed to fix this issue by logging in as an Administrator, but now I get
the "web site cannot display the page" error.
